Land Clearing, Forestry Mulching and Dirt Work in White House

Does your White House lot back up to a fence row or a strip of woods? Then you have watched briars and privet creep closer every summer. Burning that brush inside city limits takes a permit, and the pile has to stay small. Outside city limits, a pasture left alone a few seasons can grow up in saplings.

Phillips Land Services clears that kind of ground across White House, on both sides of the county line. The town sits at the northeast edge of the area we cover for land clearing around Pleasant View. We run a compact track loader with a forestry mulcher head for brush and a bucket for dirt work. Call or text (931) 265-1151, and we look at the job and put the quote in writing.

Land clearing in White House, a town that keeps building

White House counted 10,255 people at the 2010 Census and 12,982 at the 2020 Census. A recent special census, run by the Census Bureau for the city, counted 16,985 people. Housing units climbed from 5,039 to 7,391 over the same stretch.

Building permits tell the same story. The city permitted 600 new single-family homes in 2024, per the Census Bureau's permit survey. Most homes here are fairly new, and the median White House home was built in 2003, per Census survey data. Close to 8 in 10 are single-family detached houses.

A newer yard may need its back edge cleared or a low spot leveled. A bigger tract outside city limits may need a grown-up field reclaimed. For a new shop or barn, site preparation clears the footprint and cuts a level pad.

Two counties, one city: who answers permit questions in White House?

White House sits on both sides of the Robertson County and Sumner County line. Through the center of town, the line runs close to Highway 31W. The 2020 Census counted 6,192 residents on the Robertson County side and 6,790 on the Sumner County side.

Inside city limits, the city answers for both sides. Its Planning and Codes Department handles building permits and inspections. The city requires a Land Disturbance Permit for any work that disturbs 5,000 square feet of ground or more. Its Stormwater Division handles that permit, and erosion controls go in before it is issued.

Outside city limits, the Robertson County or Sumner County offices answer instead. The side of the line decides which one. We point you to the right office before work starts.

Forestry mulching in White House instead of a burn pile

Burning brush inside city limits takes a residential burn permit from the White House Fire Department. Each permit lasts two days. A pile can hold no more than 150 cubic feet and must sit at least 25 feet from any structure.

The rules stop a burn when the wind tops 7 miles an hour. Someone has to tend the fire until it is out, with a hose that reaches 15 feet past the pile. Outside city limits, the Tennessee Division of Forestry requires a permit for debris burns from October 15 through May 15.

Forestry mulching skips the burn pile. The mulcher head grinds brush and trees up to about 6 to 7 inches across where they stand. Unless a job calls for haul-off, the mulch stays on the ground as a cover layer.

Why do some White House yards stay soggy?

More than half the ground around White House maps as Mountview or Dickson silt loam, per USDA soil survey maps. Both are Highland Rim soils, with two to four feet of silt over weathered limestone.

Dickson soil has a dense layer called a fragipan, about 2 feet down. Rain soaks through the silt and stalls on that layer. USDA soil data puts that wet zone about 20 inches deep from November into May.

The city has put in new storm pipe in the Springbrook subdivision and near Wilkinson Lane to fix drainage problems. On your own lot, land grading and yard leveling can give water a path away from the house.

The city sewer system also includes about 3,000 grinder pumps. If your yard has one, show us where the tank sits before grading starts.

White House FAQ

Questions We Hear Around White House

A few of the questions we hear most around White House. If yours is not here, call or text and ask.

Call (931) 265-1151

Do you work on both the Robertson County and Sumner County sides of White House?
Yes. White House is part of our service area on both sides of the county line. It sits at the northeast edge of an area that centers on Pleasant View. Call or text (931) 265-1151 with the address and what you want cleared.
Do I need a permit to clear or grade land in White House?
Inside city limits, a job that disturbs 5,000 square feet or more needs the city's Land Disturbance Permit. That is about a 70 by 70 foot patch. A construction site that disturbs an acre or more also needs the state's stormwater permit from TDEC. Tennessee law calls for a Tennessee 811 ticket at least three working days before any digging or grading.
What does land clearing cost in White House?
Jobs run from a few hours of machine time up to clearing a whole property, so every lot prices differently. Brush density and tree size drive most of the price. Around White House, steep gravelly slopes and wet low ground add time. We look at the job and put the quote in writing.
Can you cut in a gravel driveway off a city street in White House?
Yes. Gravel driveway cut-ins are part of our work. On a city street, ask Public Services about the city's right-of-way encroachment permit. Highway 76 and Highway 31W are state routes, so a new driveway there needs a permit from TDOT.
Will forestry mulching work on a wooded lot in White House?
On most lots, yes. The mulcher head handles brush and trees up to about 6 to 7 inches across. Bigger trees go to a tree service before we start. Around White House, most steep slopes map as gravelly Sengtown soil, so we look at machine access before we quote.
