White Bluff sits in the wooded hills of Dickson County, and many lots here are steep and rocky. Old fields and fence rows fill in with cedar and briars when nobody cuts them. Land clearing in White Bluff for a new house has to follow the town's tree rules too.

The town's own history page says White Bluff takes its name from the white bluffs along Turnbull Creek. The hills around town are steep too. USDA soil maps show Hawthorne and Sulphura soils on many hillsides here, on slopes of 20 to 60 percent.
The USDA describes these soils as mostly woodland, with oaks, hickory, hackberry and eastern redcedar. Sulphura soil can hit hard bedrock 20 to 40 inches down. Much of the rest is Sengtown gravelly silt loam, which formed from cherty limestone. The town's zoning ordinance points to flatter ground near the Highway 70 and Highway 47 intersection.
On ground like this, forestry mulching in White Bluff grinds brush and small trees where they stand. The mulch stays on the slope as a ground cover. Trees bigger than about 7 inches are a job for a tree service.
White Bluff is the second largest town in Dickson County, after Dickson. The Census counted 3,206 people in 2010 and 3,862 in 2020. The latest Census estimate puts the town at 4,516.
Recent subdivisions before the planning commission include Maple Crest on Hornal Road and Timber Crest off Highway 47. Census survey figures show about 78 percent of homes here are single-family detached houses. The median home in town was built in 1987.
Inside the town limits, the town's posted code caps weeds and similar growth at one foot. The owner gets a written notice and ten days to cut it. After that, the council can have the town cut it at the owner's cost, and that cost becomes a lien. Our bush hogging cuts tall grass and weeds, and brush clearing takes out briars and saplings.
Yes. The town's zoning ordinance has a woodland protection section that covers new homes and new subdivisions. On a lot headed for a new house, clearing waits until the town issues a permit. On that lot, clearing or land disturbance over 2,500 square feet first needs a survey of its trees.
The ordinance strictly prohibits clearcutting. On a clearcut property, the town suspends approvals and land disturbance permits for three years. Dead or naturally fallen trees are exempt, and so are trees on the Tennessee Exotic Pest Plant Council's invasive list.
Inside the town limits, the codes department at town hall answers these questions, and we point you there. Outside the limits, the Dickson County Planning, Zoning and Codes Department handles building permits. A building site with an acre or more of clearing or grading also needs state stormwater coverage through TDEC. Once the permit side is settled, our site preparation for a new home clears the footprint and levels the pad.
It depends on the road in front of the lot. Highway 70 and Highway 47 are state highways, so a new drive onto either one needs a permit from TDOT. A new drive onto a Dickson County road needs a permit from the county highway department. Inside the town limits, the posted code requires a town permit to cut a driveway across a curb or sidewalk.
The county form puts the cost and installation of the culvert on the applicant. It also calls for erosion control, so dirt and gravel stay out of the road and the ditch. Once the permits are in place, we cut in new gravel driveways and refresh old ones.
Tennessee law calls for notice to Tennessee 811 at least three working days before digging or grading. The utilities do not mark private lines, like a water line out to a barn. Owners should point those out before work starts.
